Role
State Technical Manager oversees technical evaluation, property due diligence, and collateral risk management for mortgage lending within a specific state. Will ensure compliance with valuation standards, legal statutes, and internal controls—while proactively improving processes and collaborating across teams.
Key Responsibilities
Technical Evaluation & Valuation Oversight
Lead end-to-end property valuation and technical due diligence for residential, commercial, and industrial collateral.
Scrutinize valuation reports and title documents to ensure accuracy, risk identification, and regulatory compliance.
Policy & Process Development
Develop and refine collateral policies, turnaround time (TAT) targets, and deviation matrices tailored to state-specific requirements.
Continuously update internal processes to align with changing regulations, including bylaws, RERA, and other legal guidelines.
Regulatory & Legal Compliance
Monitor and apply state/district-level real estate and mortgage regulations to ensure compliance in all processes.
Collaborate with legal teams for technical valuations, spot checks, and fraud monitoring to minimize legal risks.
Vendor & Stakeholder Management
Empanel, manage, and audit valuation vendors to ensure quality, compliance with TAT targets, and cost-effectiveness.
Work closely with zonal sales and credit teams to analyze project approvals and assess collateral risks.
Risk Detection & Quality Control
Implement fraud triggers to monitor high-risk cases and follow them through to closure.
Conduct field visits for exceptional cases, distressed assets, and sample audits to identify and mitigate risks.
Market Intelligence & Continuous Improvement
Track real estate market trends and regulatory changes, proposing state-specific innovations based on insights.
Suggest process enhancements to mitigate risk, improve efficiency, and support operational growth.
Qualification & Experience
Educational Background
Bachelor’s degree in Civil Engineering, Architecture, or a related field.
Master’s degree or specialized certifications in relevant fields are preferred.
Experience Requirements
5–12+ years of experience in mortgage lending technical due diligence, property valuation, or collateral management.
Proven vendor management experience is highly preferred.

Proficient in valuation methodologies (residual, comparable, DCF), title scrutiny, and legal compliances
Strong familiarity with RERA, state bylaws, depreciation/obsolescence assessment, and risk mitigation
Leadership & Communication
Excellent stakeholder management—coordination with legal, credit, sales teams, and external vendors
Analytical thinking, problem-solving, and strong communication/presentation skills
