About the Role
We are looking for a senior policy manager who can help expand our engagement with governments and institutions to increase GSMA’s impact across more public stakeholders. In addition, this role will play an exciting part in driving new collaborations with governments and industry stakeholders across regions outside Greater China, as well as international institutions and regional inter-governmental organisations.
This role will report into the Head of Policy Greater China and be working closely with the region’s ecosystem, marketing, strategic engagement, and technology functions. This role will also be involved in the coordination with the GSMA’s head office teams.
The role will contribute to the GSMA and its Greater China team by expanding and enhancing activities to further amplify GSMA’s industry-leading role in shaping industry development and international policy. The successful candidate will connect and influence stakeholders with the international community, promote policy best practices, helping strengthen policy and government relations for the industry’s growth, and to advance the region’s contributions to the development of the global mobile and technology ecosystem.
Your Responsibilities will include:
Monitor international priorities, such as policy and industry developments, that are relevant to the mobile sector and develop briefings and strategies to enhance Greater China’s role in those areas.
Expand engagements with a wider portfolio of governments and regulators outside core telecoms to promote GSMA’s influence and expertise.
Increase interactions with a range of international organisations, such as the ITU, APT, WEF, OECD, and WIC in China and abroad when needed, and support planning and execution of activities in collaboration with those institutions to amplify GSMA’s thought leadership and positions.
Drive new cross-regional activities in the MWC and M360 series as well as key international/regional multi-stakeholder gatherings, such as organising and/or supporting policy workshops, roundtables and bilateral/multi-lateral dialogues by working closely with GSMA’s regional teams outside China, as well as the head office teams, especially advocacy.
Analyse and prepare responses to relevant public consultations.
Identify and execute new opportunities to highlight the socio-economic impact of the mobile industry in Greater China with relevant international initiatives, such as the SDGs, digital inclusion, spectrum, or infrastructure investment, and advise corresponding engagement strategies.
Support engagements by the GSMA’s Leadership team and Head of Greater China at high-level events.
About You
You have a proven record of working with/for international institutions and supranational organisations affecting the ICT sector and/or the mobile industry specifically.
You have a solid understanding of different cultural norms and international geopolitical nuances, and have been successful in developing strong relationships with trust and confidence in politically complex and multi-cultural environments.
Professional experiences in the technology and/or mobile sectors working for/with government, regulatory, public policy, legal or political advisory roles. Expertise in technology policy is highly desired.
You are a excellent communicator and writer in English. Proficiency in Chinese Mandarin, both speaking and writing, is required.
Flexibility and a can-do attitude, a strong team player who is highly motivated to engage with all relevant stakeholders and is comfortable with working alongside senior executives and teams both internally and externally.
Patience, resilience and perseverance in challenging geopolitical situations.
Knowledge of tech industry and international geopolitics is required.
Excellent project management skills, capable of handling multiple projects and tight deadlines efficiently.
Willingness to travel internationally when the role requires.
