FPG links the macroeconomic dialogue with programs focused on expanding the role of the private sector in economic development. For more information: https://www.worldbank.org/ext/en/topic/fiscal-policy-and-growth Background and General description The FPG unit for Southern Africa and East Africa (EAEM2) is looking for an Economist to be based in Luanda, Angola. The selected candidate will contribute substantially to analytical work and lending operations. She or he will report to the FPG Practice Manager covering the EAEM2 unit, which comprises 14 countries over three Country Management Units: AECS1 (South Africa, Botswana, Eswatini, Lesotho, Namibia), AECS2 (Mozambique, Comoros, Madagascar, Mauritius, Seychelles), and AECC2 (Angola, DRC, São Tomé and Príncipe, and Burundi). The unit has recently seen a significant increase in work program including through Development Policy Operations (DPOs) in countries that had previously not been borrowing. The unit has a strong focus on promoting prudent macro-fiscal policies, structural reforms, inclusive growth, and job creation. The World Bank's Fiscal Policy and Growth (FPG) Global Practice has been a key partner to the Government of Angola in supporting the country's transition from an oil-dependent economy toward a more diversified, inclusive, and private sector-led growth model. Over the past decade, FPG's engagement has included successive programmatic Development Policy Financing operations—such as the Growth and Inclusion DPF series and, most recently, the Green, Resilient, Inclusive Growth, and Diversification DPL series, which included an innovative debt-for-development swap. These operations have supported reforms in fiscal consolidation and resilience, fiscal transparency, and state-owned enterprise governance and restructuring. The work program is underpinned by rigorous analytical products, including the Angola Public Finance Review, the Country Economic Memorandum and annual Economic updates. As a an Economist for EAEM2, you will be expected to contribute to the country team covering Angola and São Tomé and Príncipe, as well as the regional FPG team working on other countries as needed. The Country Economist will be based in Luanda and work closely with the Country Manager, Senior Country Economist and Lead Economist and report to the FPG Practice Manager covering Angola and São Tomé and Príncipe. You will contribute to ongoing efforts to help Angola strengthen fiscal and debt sustainability, expand non-oil revenue mobilization, and build the macroeconomic foundations needed for sustained, inclusive growth and economic diversification. The Country Economist will: • Contribute to FPG Advisory Services and Analytics (ASA) in the areas of macroeconomic and fiscal management, macro modelling and data work, and public finance; • Contribute to the design of the operational and analytical work in alignment with the job creation, economic growth and poverty alleviation objectives of the country; • Serve as a task leader or a team member for country-specific financing operations and/or analytical and advisory services; • Support the Country Management Unit (CMU) in the implementation of the World Bank's program in Angola. • Establish and develop strong partnerships with other bilateral and multilateral agencies, increasing cooperation and leveraging Bank resources in analytical and operational work; • Contribute to the dissemination of the Bank’s knowledge products to a wider audience, including civil society, academia, and other key stakeholders. • Collect, analyze and maintain economic and financial data and information related to Angola’s economy, and communicate findings in concise and clear form. • Maintain macroeconomic databases and regularly prepare updated medium-term macroeconomic projections. Use/run economic/financial models and toolkits using existing software packages, or World Bank's own models;
