Urbanization across Eastern and Southern Africa is occurring in the context of rapid demographic change, climate variability, infrastructure deficits, and increasing demand for more effective urban management systems. Cities and towns are expanding beyond their traditional boundaries, while governments face growing challenges in prioritizing investments, managing land and infrastructure assets, strengthening resilience to climate and disaster risks, and improving service delivery. At the same time, advances in geospatial technologies, Earth Observation, artificial intelligence, and spatial analytics provide new opportunities to support evidence-based urban planning and investment decisions. The World Bank and its government counterparts are increasingly seeking practical, decision-oriented geospatial tools that move beyond descriptive mapping and directly inform operational choices, investment prioritization, resilience planning, and institutional strengthening. The World Bank’s Urban, Resilience and Land (URL) Global Practice supports governments through investment operations, technical assistance, and analytical activities focused on urban development, infrastructure investment, climate resilience, land management, and economic opportunity. Across the region, there is a growing need for decision-grade geospatial analytics that help identify where growth is occurring, understand the spatial distribution of risks and opportunities, assess infrastructure and service gaps, and strengthen the use of spatial data in government planning and implementation processes. These efforts aim to support more effective public investment decisions, improved urban resilience, and stronger institutional capacity for data-driven development. This position will support both the Kenya and Somalia Urban Portfolio. In Kenya, the position will support a range of strategic initiatives, including the development of the Northern Economic Corridor urban investment program, the Kenya Cities for Jobs and Resilience Platform (PASA), implementation support for KUSP2 geospatial activities, urban resilience data systems, and innovative land and parcel-based analytics. These engagements require integrated spatial analysis to identify priority urban nodes, assess infrastructure and climate risks, support municipal geospatial systems, and develop practical decision-support products that strengthen investment planning and policy dialogue. In Somalia, the role will contribute to urban resilience and recovery efforts by supporting municipal risk information systems, dashboard design, risk-informed decision-making, and institutional capacity building. The work will help municipal and sub-national governments better understand and utilize risk information related to droughts, floods, heat stress, displacement, and other urban challenges. A core objective is to improve how spatial and risk data are integrated into planning, infrastructure prioritization, budgeting, emergency preparedness, and broader urban governance processes. The objective of this position is to provide high-quality decision-support and geospatial analytics across the Kenya and Somalia urban portfolios. The consultant will deliver decision-oriented spatial analysis, geospatial data management, risk and resilience analytics, and technical advisory services that support lending operations, analytical work, policy dialogue, and government data systems. The role requires combining advanced geospatial expertise with a strong understanding of urban development, infrastructure planning, climate resilience, and public-sector institutions to translate complex spatial information into actionable recommendations for investment prioritization, project design, implementation support, and long-term institutional strengthening. VPU Context: The Eastern and Southern Africa Vice Presidency (AFE VPU) of the World Bank oversees the institution’s engagement across countries in Eastern and Southern Africa. It supports governments in advancing sustainable growth, poverty reduction, and resilience in a region facing rapid urbanization, climate risks, and fragility. The VPU manages a large portfolio of investment operations, policy support, and analytical work across sectors such as infrastructure, human development, and private sector development, with a strong focus on climate resilience, job creation, and institutional strengthening. The unit works with governments to design and implement programs that strengthen municipal systems, improve infrastructure and service delivery, and integrate disaster and climate resilience into urban development. Its portfolio combines investment lending, technical assistance, and analytical work focused on risk-informed planning, resilient infrastructure, and stronger local institutions. The unit also advances innovation through geospatial analytics and digital platforms, including the SPARC (Smart Parcel Atlas for Resilient Cities). Across its engagements, IAEU3 promotes approaches that link climate resilience and urban development to jobs, private investment, and inclusive growth. Duties and accountabilities: The consultant will provide decision-oriented geospatial analysis to support urban investment prioritization, infrastructure planning, resilience diagnostics, and institutional strengthening across the Kenya and Somalia urban portfolios. Outputs must be usable for lending preparation, implementation support, policy dialogue, public-sector data systems, and government decision cycles. Decision-grade geospatial analytics means that each output must: • Identify the operational decision it informs; • Document data sources, dates, processing steps, assumptions, and limitations; • Distinguish observed data, modeled estimates, and inferred results; • Include uncertainty, confidence ratings, or validation limits where relevant; • Be reproducible through documented workflows, scripts, notebooks, or processing logs; • Convert spatial findings into clear implications for investment prioritization, sequencing, institutional ownership, project design, or emergency preparedness.
