In Gabon, UNDP contributes to the UN Sustainable Development Cooperation Framework (UNSDCF, 2023-2027) with national partners through its interventions in the areas of inclusive governance; the environment and climate change; the reduction of poverty and inequality; and the promotion of gender equality.
In 2024, the Government of Gabon and UNDP agreed on the implementation of UNDP’s flagship Programme d’Urgence et de Développement Communautaire (PUDC) in Gabon over the 2025-2027 period. The PUDC’s main objective is to boost the economic and social development of rural areas by improving basic infrastructure and providing economic opportunities for local populations. The Programme aims to reduce poverty, promote social inclusion, and strengthen the resilience of rural communities by investing in key sectors such as health, education, water and energy infrastructure.
In order to accelerate the implementation of the infrastructure projects under the PUDC, UNDP Gabon is recruiting a Chief Engineering Specialist. He/she will lead on the design, implementation, monitoring and quality assurance of infrastructure projects under the PUDC Programme. He/she will supervise his/her team members, oversee vendors, manage financial resources and maintain partnerships for the timely delivery of engineering projects to national counterparts.
SCOPE OF WORK

The incumbent will perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities:
INSTITUTIONAL ARRANGEMENT
The Chief Engineering Specialist will work under the direct supervision of the PUDC Programme Manager. He/she will also liaise with the Team Leader : Governance & Poverty Reduction on programme oversight-related matters, the Oversight Unit as well as the Operations Team.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. MINIMUM QUALIFICATIONS OF THE SUCCESSFUL IPSA
Min. Education requirements
• Advanced university degree (master's degree or equivalent) in engineering, preferably in civil/infrastructure engineering and/or electrical engineering, hydraulics and agronomy, or related field is required, or
• A first-level university degree (bachelor’s degree) in the above fields combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience
• Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible experience at the national or international level in managing the construction of large-scale infrastructure projects, including buildings, road infrastructure, electricity (off-grid renewables), drilling, value chains, and agricultural equipment, is required.
Required experience and skills
• Experience in infrastructure design and supervision is required.
• Proven experience in contract administration and the implementation and application of a project performance monitoring system is required.
Desired skills/experience
• Familiarity with UNDP procurement procedures
• Experience in working, liaising, and collaborating with UN agencies, governments, NGOs, civil society organizations, and public international organizations.
• Knowledge of capacity building theory and capacity building/assessment methodologies.
Required Language(s)
• Fluency in written and spoken French is required.
• A good knowledge of English is desirable.
