UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.

UNDP’s Palestinian Programmatic Framework (PPF) 2023-2027 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.

Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas:i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.

Against the backdrop of the war and humanitarian crisis in the Gaza Strip, UNDP/PAPP has developed an integrated emergency response and early recovery Programme to address the urgent needs of the Palestinian people. Since October 2023, UNDP/PAPP has been working closely with UN, NGO, local and national partners to provide immediate support the affected population in Gaza across three priorities: 1) critical services and infrastructure, including access to clean water, solid waste management, dignified transitional shelter, and debris removal; 2) emergency employment and support to micro, small and medium enterprises (MSMEs); and 3) support to civil society organizations (CSOs) for multi-sectoral community services and social cohesion.

After over two years of protracted conflict, the Gaza Strip faces an acute humanitarian emergency characterized by large-scale loss of life, mass displacement, extensive infrastructure damage, and widespread need for humanitarian assistance. The United Nations Development Programme is actively delivering critical support and implementing a comprehensive ceasefire response plan targeting key areas including debris and solid waste management, restoration of health and energy systems, facilitation of secondary school examinations, and provision of transitional shelter solutions.

As UNDP’s Programme of Assistance to the Palestinian People (PAPP) prepares for scaled-up crisis response and early recovery programming, strong operational and procurement capacity is required as a key enabler given the high procurement volume expected, immense needs, and severe operational complexities. The Head of the Delivery Acceleration Support Team (DAST) ensures that programme and operations processes and tasks are timely and efficiently coordinated and implemented. Specifically, given the nature of the Programme in Gaza, this position contributes and supports complex procurement issues as the Gaza response scales up across sectors, while promoting a collaborative, client-focused, quality and results-oriented approach that accelerates the delivery of UNDP's crisis programming to crisis-affected populations in Gaza.

Position Purpose

Under the guidance of Deputy Special Representative and direct supervision of the Head of Gaza Sub Office with secondary reporting to the Operations and Services Manager (for compliance), the Delivery Acceleration Support Coordinator supervises the workload of the Delivery Acceleration Support (DAST) in Gaza. The incumbent will secure timely coordination and collaboration with the Head of Programme, the Programme and project teams, the Operations and Services Analyst in Gaza, as well as relevant UNDP units and stakeholders – as requested - to successfully deliver operations-related services.

S/he provides overall coordination and day-to-day quality control of the DAST’s assigned tasks. The position ensures that Gaza delivery acceleration is implemented in a controlled, compliant, and risk-aware manner, while preserving full alignment with One-PAPP governance and Jerusalem-based oversight.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1. Provide strategic and operational leadership and coordination
• Provide strategic support and leadership to the DAST in Gaza, ensuring coherence across all sub-units supporting Gaza delivery
• Facilitate and contribute to strategic planning interactions and act as a bridge between Gaza-based Programme and Operations colleagues and assurance functions
• Represent Gaza accelerated delivery considerations in internal Programme operational coordination and decision-making forums
• Ensure the DAST functions as an integrated enabling platform that supports high-volume, crisis-responsive delivery while safeguarding accountability and compliance in coordination with Jerusalem-based lead units.

2. Lead planning and the development of SOPs and workflows, ensuring effective operational oversight, sequencing, and prioritization of activities.
• Ensure disciplined planning, sequencing, and prioritization of procurement, and contracting actions in line with Programme critical paths
• Support alignment of operational pipelines with ceasefire response and early recovery priorities across sectors
• Identify and flag misalignment, unrealistic timelines, or systemic bottlenecks that may delay delivery.
• Oversee implementation of the DAST SOP addendum, workflows, and dashboards across Gaza-related operations
• Ensure clarity and consistency in operational processes while allowing context-appropriate flexibility
• Monitor operational pipelines and performance trends to support timely management action.

3. Ensure organizational compliance and risk mitigation by implementing delegated authority, accountability, and control frameworks.

• Ensure segregation of duties and compliance with Internal Control Framework (ICF), Programme and Operations Policies and Procedures
(POPP), Identity and Access Management
(IDAM), donor requirements, and UNDP policies
• Flag high-risk transactions, patterns, or bottlenecks to Gaza management and Jerusalem oversight functions
• Support transparent, accountable, and audit-ready operational processes
• Prepare structure and processes to exercise transactional authority (Procurement cases <100k USD).
• Support activation and monitoring of delegated authority thresholds for Gaza operations
• Monitor application of delegated authorities and flag anomalies or emerging risks
• Provide analytical input to management and assurance functions, without exercising payment or contracting authority.

4. Provide strategic procurement and contracting support and advisory services (non-transactional).
• Provide strategic support and oversight of procurement, and contracting pipelines in support of Gaza delivery priorities
• Support Programme in identification and mitigation of systemic procurement, supply chain, and recruitment constraints
• Promote value-for-money, crisis-responsive, and risk-informed operational approaches at system level

5. Strategic adaptation, continuous improvement and knowledge sharing
• Identify recurring programme operational inefficiencies and recommend system-level improvements
• Support adaptive management in response to evolving access, security, and operational constraints
• Contribute to lessons learned, operational reviews, and refinement of Gaza delivery models.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Civil Engineering, Economics, Project Management or related field is required. OR
  • A first-level university degree (bachelor´s degree) in the areas mentioned above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • CIPS level 4 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.

Experience:

  • Minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience at the national or international level in procurement management, Solid Waste Management, Contracts Administration, Construction Management, Risk Management, Sanitary Landfills Operational Procedures is required.
  • Experience and solid understanding of UNDP’s programmatic areas of intervention in post-crisis and recovery settings is required.
  • Experience working in challenging environments within crisis-affected countries is an essential asset.
  • Track records of managing teams in crisis or conflict-affected countries are desirable.
  • Experience in implementation and management of complex/large scale and high value engineering projects with specific experience in construction and contracts management aspects such as Hospitals, Bridges, Roads, Infra-Structure and Wastewater Treatment Plants, such experience is desirable.
  • Experience in implementation and management of Solid Waste Management (SWM) projects in the region with specific experience in construction and management of Sanitary Landfills, Transfer Stations, Sorting Plants and/or Recycling Plants, Composting Plants projects, such experience is an asset.
  • Holds Project Management Professional Certificate (PMP) is a distinct advantage.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and project management/planning tools such as MS Project Management or Primavera is required.
  • Proven record of experience working in Arab Countries /Middle East Region is an asset.

Languages:

  • Fluency in the English is required.
  • Fluency in Arabic is an advantage
