1. Office/Unit/Project Description
Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture.
Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches.
According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas.
As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services.
This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.
The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.
Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.
2. Scope of Work
The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.
Provides technical leadership and coordination support, focusing on the achievement of the following functions:

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
3. Institutional Arrangement
Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.
