Background
After more than three years of the full-scale invasion of Ukraine by the Russian Federation (RF), the War is entering a new phase, marked by intensified mass attacks with drones and missiles on people and civilian infrastructure in Ukraine. Such massive and indiscriminate strikes on residential houses, health facilities, schools, and the energy sector across Ukraine inflict increasingly severe hardships on civilians, making Ukraine even more dependent on external support and undermining ongoing and future recovery efforts. The country is now facing an entirely new set of challenges requiring urgent and adaptive recovery measures.
Building on Japan’s extensive expertise and the strong Japan-UNDP partnership in advancing recovery and the HDP nexus in complex crisis contexts such as Ukraine, the provision of urgent, integrated, and multi-sectoral support is critical to address the cumulative damage from the protracted war and the imminent challenges resulting from intensified mass attacks on civilians in 2025.
This project aims to catalyze urgent recovery and strengthen resilience in response to the surge in deaths, destruction, and displacement by recent intensified mass attacks and cumulative suffering caused by the war in Ukraine. It seeks to promote Human Security by implementing immediate, coordinated responses to the interconnected, multidimensional threats the country is currently facing, while strategically leveraging Japan’s experience, technologies, and expertise to address recovery challenges in Ukraine.
The complex and compounded crises in Ukraine call for a holistic, multi-sectoral approach that transcends sectoral boundaries and prioritizes the needs of the most affected populations, requiring tailored and integrated forms of support with three strategic focuses on:
(i) Essential Basic Services and a Safe Living Environment;
(ii) Socio-Economic Resilience; and
(iii) Transparent and Accountable Recovery Process.
This project intends to demonstrate a proof of concept for the 'Co-Creation' cooperation approach by strategically leveraging Japan’s knowledge, technologies, and expertise to address urgent recovery needs in Ukraine and create an enabling environment where the private sector, either domestic or international, including Japanese, can engage and take part in bringing and accelerating Ukraine’s build-back-better recovery, particularly through public-private partnerships (PPPs).
In this context, the Project Analyst will support the effective implementation of Project activities by coordinating stakeholders, contributing to policy and analytical work, supporting capacity-building initiatives, and facilitating the translation of national frameworks into operational results at both the national and subnational levels.
Duties and Responsibilities
I. Ensure effective project planning and implementation
- Support the implementation of project activities, ensuring timely delivery of outputs related to recovery, resilience-building and Human Security in accordance with UNDP rules and procedures.
- Facilitate coordination and implementation mechanisms involving government institutions, UN agencies, civil society organizations, affected communities, development partners and private-sector stakeholders, as applicable.
- Coordinate implementation of national and regional workplans through stakeholder consultations, field missions and engagement with local authorities and partners.
- Maintain planning, coordination and tracking tools to support implementation and monitor progress across project outputs.
II. Facilitate partnerships and stakeholder engagement
- Establish and maintain effective working relationships with government counterparts, civil society organizations, organizations of persons with disabilities, veterans' organizations, service providers, development partners, private-sector actors and other relevant stakeholders.
- Conduct stakeholder mapping and analysis to strengthen coordination, participation and complementarity among project interventions.
- Support coordination with national and local authorities, UN agencies, development partners and service providers through relevant coordination mechanisms.
- Promote synergies with Japan-supported and other relevant initiatives related to rehabilitation, social services, accessibility, social inclusion and socio-economic reintegration.
- Prepare briefing materials, meeting documentation and other communication products to support project implementation, partnership development and strategic engagement.
III. Ensure monitoring, reporting, and implementation oversight
- Monitor implementation progress against approved workplans, indicators and targets.
- Support the development and application of monitoring, data collection and reporting tools and frameworks.
- Identify implementation risks and bottlenecks and propose corrective actions and mitigation measures.
- Contribute to the preparation of project, donor and analytical reports.
- Coordinate with programme, finance and operations teams to ensure timely and compliant project delivery.
IV. Promote knowledge management and capacity development
- Support the organization of trainings, workshops, consultations and other capacity-development activities.
- Develop knowledge products, analytical summaries and technical materials.
- Document lessons learned, good practices and innovations emerging from project implementation.
- Facilitate knowledge-sharing among stakeholders and contribute to advocacy and communication efforts.
V. Provide policy and analytical support
- Prepare policy briefs, analytical products and recommendations related to rehabilitation, social services, disability inclusion, accessibility and support to war-affected populations.
- Contribute to the analysis of policies, legislation, strategies and institutional frameworks relevant to project objectives.
- Support the development of methodological guidance, tools and practical resources to strengthen inclusive and accessible service delivery.
- Ensure alignment of project activities with national priorities and relevant international standards.
VI. Ensure cross-cutting integration
- Promote the integration of gender equality, social inclusion, accessibility, human rights and do-no-harm principles across all project activities.
- Support meaningful participation of women, persons with disabilities, veterans, civil society organizations and other affected groups in project implementation and decision-making processes.
- Apply inclusive and protection-sensitive communication approaches in line with UNDP policies and standards.
- Contribute to a respectful, diverse and inclusive working environment free from discrimination, harassment, sexual exploitation and abuse.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Project and the organization.
Institutional Arrangement
The Project Analyst will work under the direct supervision of the Project Coordinator-Inclusion and Accessibility and overall oversight of the Democratic Governance and Inclusive Social Fabric Team Leader.
