Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
- Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background
The United Nations Development Programme (UNDP) is the UN's global development network, working in about 170 countries and territories. ln line with its 2026-2030 Country Programme, UNDP in Bosnia and Herzegovina (BIH) focuses on green, sustainable, and inclusive growth, on accountable and transparent governance and rule of law, as well as social cohesion.
Under the overall supervision of Head of Administration and direct supervision of Security Assistant, the Security Guard is responsible for ensuring a safe and secure environment and provides support to the surveillance of UN premises as well as the protection of staff and visitors. The Security Guard promotes a client, quality, and results-oriented approach.
Security Guard duties are performed in eight (8) or twelve (12) hour rotating shifts (including night shifts) which are covering posts on 24/7 basis. The incumbent will be dressed in prescribed uniform and carry approved “Use of Force” equipment.
The on‑call security guard will be engaged on an as‑needed basis to provide security support in response to operational requirements, without a guaranteed minimum number of working hours.
Duties and Responsibilities
Security Guard will be performing variety of tasks while ensuring safe and secure environment for UN House personnel and assets.
Detail Security Guard duties are defined in standing Standard Operating Procedures, Post Orders, and other relevant security plans.
Following sections describe general Security Guard duties but they are not limited to them:
1.Support Access Control
- Provide Safety and Security for all UN House personnel and visitors.
- Perform the pedestrian access control to the UN House facilities ensuring that all personnel and visitors desiring access are properly identified, screened and directed.
- Perform the vehicular access control to the UN House facilities ensuring that official, staff and visitor vehicles desiring access are properly identified, inspected and directed.
- Ensure that no unauthorized personnel gain access to UN House facilities.
- Ensure that all persons removing equipment from UN House premises present the equipment and valid document in which this action is duly authorized.
- Use of technical screening equipment to prevent prohibited items from entering the facility.
- Use of variety access control technical equipment.
- Maintain control of the emergency key system and its log sheet.
- Implement all related and prescribed technical and nontechnical measures.
- Apply risk‑based judgment and escalate concerns immediately when irregularities or security breaches are observed.
- Provide courteous and professional interaction with staff and visitors while enforcing access procedures
2.Support Patrolling and Physical Security Checks
- Conduct regular patrols of the entire UN House, including internal areas, external perimeter, access points, and parking areas.
- Conduct physical security checks of the compound, offices, and common areas, ensuring that they are properly secured.
- While conducting patrols, monitor and report on the condition, functionality, and visible deficiencies of the security or any other equipment, infrastructure, or assets within the UN House premises.
- Immediately report security concerns through the established reporting chain and record findings in shift report.
- Support preventive security measures through early detection of risks
3.Support Control Center
- Maintaining operation of the security control centre.
- Monitor and control following:
- UN House Emergency line;
- Public Address system;
- Video Surveillance system;
- Intrusion Detection system;
- Fire Safety and Suppression system;
- Electronic door locking/access control system;
- VHF working channel for d/s area;
- Be familiar with existing procedures and comply with them.
4.Support Emergency response
- Act as a response officer during any emergency or incident.
- Be familiar with emergency procedures and all issued Security Standard Operating Procedures and Contingency plans.
- Implement UN House emergency procedures and measures in case of such event.
- Know how to properly employ firefighting equipment should a fire be discovered on premises.
- Report without delay any incident, disturbance, suspicious activity, safety concern, or irregular occurrence to the designated UN House focal point, in accordance with applicable procedures.
5. Perform other duties
- Maintain peace and order within UN House.
- Maintain all logbooks in respect to established routine.
- Provide security support for organized events as requested by Head of Administration.
- Support safe and unobstructed pedestrian access to UN House facilities and the external parking area.
- Provide limited ancillary support for the upkeep of external areas of the UN House compound (watering greenery).
- Participate in mandatory security briefings, drills, and training activities
- Comply with UN Code of Conduct, security policies, and confidentiality requirements at all times.

Required Skills and Experience
Education:
- Secondary Education is required.
Experience:
- Minimum two years (with secondary education) of experience in security field is required.

- Experience in security reporting, record-keeping, and maintenance of logbooks and incident documentation.
- Experience working in Windows and MS Office applications.
