Background
The Bureau for Management Services (BMS) is the central operations Bureau in UNDP that supports the organization in the provision of management services. Drawing on client needs, user experience, sound analytics, and a risk-informed approach, BMS provides policy, advisory and transactional services and solutions for UNDP to deliver fully integrated development solutions. In doing so, BMS keeps pace with the evolving needs and expectations of development partners and international best practice through strengthening and innovating business operations.
In support of UNDP’s Strategic Plan, BMS aims to provide more integrated, effective, and customer-focused services to clients both internal and external to UNDP. BMS is comprised of a Directorate and several functional units providing finance, human resources, security, procurement, legal, administrative and IT services. The Directorate is BMS’ "one-stop shop" for management expertise, policy advice, implementation support, and innovative operations solutions to unique business needs of its clients - UNDP Country Offices and HQs units and UN Agencies.
Position Purpose
Under the overall guidance of BMS Director and direct supervision of the Deputy Director, the Operations Manager Supports all aspects of BMS management and operations in Bonn. This includes strategic management of financial and human resources of the Ops Team, efficient procurement, logistical services and common services consistent with UNDP rules and regulations. The Operations Manager’s main role is to lead, constantly evaluate, and adjust the operations of the Directorate in Bonn to ensure consistent services delivery and smooth functioning of the unit.
The Operations Manager leads and guides the Directorate Operations Team and fosters collaboration within the team, using a client-oriented approach. The Operations Manager works in close collaboration with other UNDP teams in Bonn, and, if applicable, provide operational services to them under agreed SLAs.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
As a member of the Directorate operations team, ensures the strategic direction of operations.
Ensure effective, risk-informed, and accurate financial resources management.
Ensure provision of efficient procurement, logistical and administrative services in coordination with corporate Procurement team.
Ensure proper common services management and establishment of strong collaboration with other UN Agencies present in Bonn.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
