Tiered Approach

Within the Human rights and Inclusion Portfolio under Governance and Participation Unit, UNDP Viet Nam works to enhance the effectiveness, responsiveness, and accountability of key institutions to deliver people-centered services. It promotes inclusive and participatory decision-making processes, ensuring that people’s voices are heard in matters that affect them. This portfolio contributes to the achievement of SDG 5, SDG 16 and SDG 10 of the Sustainable Development Goals.

Specific thematic areas of the Human rights and Inclusion Portfolio include:

Women political participation

For over two decades, UNDP Viet Nam has positioned itself as a trusted partner in promoting women’s political participation, collaborating with key governmental institutions such as the National Assembly, the former Ministry of Labour, Invalids, and Social Affairs (MOLISA), the Viet Nam Women’s Union , and the Ho Chi Minh National Academy of Politics. These strategic partnerships have been instrumental in advancing women’s leadership within elected bodies, the Party, and executive agencies. In addition, UNDP has worked closely with the Viet Nam Department of Peacekeeping Operations under the Ministry of Defense to enhance women participation in international peacekeeping missions.

LGBTI Inclusion

UNDP supports Viet Nam’s efforts to promote inclusive,data driven, and evidence-based policymaking on LGBTI matters, ensuring that policies translate into tangible practices. This commitment aims to ensure that LGBTI individuals can fully participate and equally benefit in economic, educational, political, community and social spheres at all stages of life. UNDP's strong working relationships with both government and civil society partners in Viet Nam, combined with its national and international experience in LGBTI rights and technical expertise in data collection, position it as a key organization driving forward inclusive policymaking processes on LGBTI issues.

Within this portfolio, UNDP Viet Nam is looking for an experienced Gender Analyst. The incumbent will lead the implementation of initiatives on women’s political participation, with a focus on enhancing women’s meaningful participation in elected bodies.

Duties and Responsibilities

The Gender Analyst works under the supervision of the Human rights and Inclusion Project Specialist and collaborates closely with team members of the Governance and Participation Unit.

Ensure effective implementation and coordination of project activities in line with planned objectives

  • Develop project planning and ensure the work plan and a fully costed budget are prepared based on sound capacity assessments and in accordance with UNDP POPP/PPM Guidelines.
  • Coordinate/manage the day-to-day activities of the assigned project and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in project document.
  • Implement project activities and deliver expected outputs as per the project document.
  • Monitor the the implementation of activities, the allocation and disbursement of funds to partners as per UNDP’s corporate guidance; and conduct regular monitoring visits when required.
  • Coordinate and/or take part in coordination of audits of the project.

Establish and maintain partnerships and open channels of communication.

  • Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned project.
  • Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement. Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. Make recommendations to the team on activities with potential for scale-up, replicability and synergies.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
  • Support resource mobilization efforts and project development.

Monitor and report on progress in implementing project activities and achieving the targets set

  • Review the results framework and update the indicators, baselines, and targets of the assigned project. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.
  • Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards.
  • Prepare reports in line with the reporting schedule and UNDP and donor requirements.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to women’s political participation project

  • Identify, synthesize and document best practices and lessons learned that are generated from the project and partners.
  • Participate in and ensure sound contributions to knowledge networks and communities of practice on women’s political participation . Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
  • Draft reports and/or conduct quality control over reports, highlighting key gender issues, trends, emerging opportunities, risks, potential project partners, and entry-points for the project;
  • Draft speeches and presentations and deliver presentations when required.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Political Sciences, Social Sciences, Gender Studies, Public Policy or related field is required, or
  • A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in implementing projects related to inclusive governance and/or gender equality is required.

Required skills:

  • Experience in the use of computers and office software packages (MSWord, Excel, etc)

Desired skills:

  • A specialized certification in Political Sciences, Social Sciences, Gender Studies, Public Policy or related field would be an added asset;
  • Experience working with government counterparts;
  • Experience in policy formulation and implementation in the areas of inclusive governance, women’s political participation and gender equality;
  • Experience and knowledge of national policies, legal and institutional frameworks on gender equality and women’s political participation;
  • Experience in the management of development projects;
  • Experience working with NGOs/ UN agencies.

Required Language

  • Fluency in English and Vietnamese is required.
