BACKGROUND
UNDP provides integrated programmatic, policy and financing solutions to realise the Sustainable Development Goals (SDGs). In this context, UNDP has created a Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaux of the GPN.
In this context, the newly established Governance, Rule of Law, and Peacebuilding (GRP) Hub, a joint endeavour with the Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB), provides leadership and advisory services to enhance UNDP’s impact on governance and peacebuilding, ensuring the integration of democratic governance and human rights into crisis response and recovery. The Hub aims to build an integrated portfolio collaboratively between the CB and BPPS and establish partnerships with various stakeholders including the UN System, IFIs, civil society, and the private sector. The Hub’s functions involve providing leadership, advising on strategic positioning, managing global programs, developing GRP solutions, and leading crisis response and recovery support. They also focus on knowledge management and learning, establishing thematic and operational partnerships, and mobilizing resources. Thematic areas include peacebuilding, rule of law, local action, governance, human rights, and democratic institutions. Cross-cutting issues address digital transformation, data for SDG16+, and gender inclusion. The initiative aims to ensure that gender dimensions are systematically and measurably addressed in UNDP's GRP work.
Through the Local Action Team, the GRP Hub seeks to contribute to peace and development, achieving a visible impact on communities and improving lives by delivering integrated solutions that harness global expertise and partnerships. The Local Action Team works closely with local and regional governments and other local actors as key development players, highlighting their role as public service implementers, as drivers of innovation and the closest institution to people.
Local and regional governments are already responsible of over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term. Since 2015, local governments and their associations have been increasingly active in promoting the SDGs through advocacy, working with their local population and partners in transposing the spirit of Agenda 2030 in cities and territories. Local Governments have also started to use SDGs as a strategic framework to deliver better and more innovative public services linked to SDG targets and indicators.
The Procurement Analyst will support participant local and regional governments to improve their PPPs efficiency to align and deliver on Agenda 2030 and will facilitate learning and knowledge generation among municipalities and UNDP country offices around the world.
Scope of Work
SDGs are genuinely interlinked with service provision at local level. Across the world, many cities are transforming their approach to service provision. Taking inspiration from the broad spectrum of targets and indicators offered by SDG, cities are introducing innovative practices and rebuilding the concept of social contract from the local level.
The Procurement Analyst will perform the following key duties and accountabilities:
1.) Elaborate and manage implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money:
- Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategic priorities through effective internal controls and properly used client–oriented procurement management system.
- Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map project/s procurement business processes, and manage workflows in Procurement Unit.
- Discuss procurement strategies and plans with projects and other stakeholders and donors to ensure mutual alignment.
- Conceptualizes, elaborates and implements strategic procurement including sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contract appraisal, cost reduction strategies, customer relationship management, e-procurement, and performance measurement.
2.) Manage and guide procurement processes for the Business Unit, projects, and other UN Agencies when required:
- Ensure timely and duly preparation of procurement plans for the Business Unit and projects, and monitor their implementation.
- Liaise with technical managers, review TOR and provide support to the technical evaluations.
- Manage implementation of proper monitoring systems, mechanisms and controls for procurement processes that cover RFQ, ITB or RFP, IC, direct contracts, receipt of quotations, bids or proposals, and negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
- Review and certify submission of documents to internal procurement review committees (CAP, RACP and ACP).
- Ensure management of procurement contracts and perform delegated responsibilities in e-procurement for Purchase Orders approval. Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems.
- Support project implementation and replication of experiences of local governments wishing to increase citizens participation and public services and public policy co-creation.
- Implement harmonized procurement services and analyze new opportunities for joint procurement for UN agencies in line with the UN reform.
3.) Introduce and implement strategic sourcing strategy and e-procurement tools to find best values in marketplace and align purchasing strategy to project and Business Unit goals:
- Develop and manage rosters of suppliers.
- Elaborate supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
- Develop Long-Term Agreements/Frameworks Agreements for more efficient category management.
- Manage and implement e-procurement system in the Business Unit.
- Provide technical support to the implementation of the Mayors Challenge initiative within in the assigned portfolio.
4.) Facilitates procurement knowledge building and knowledge sharing in the Business Unit, CO, Region, UNDP and UN.
- Elaborate knowledge products able to help UNDP to improve their support to municipalities contracting PPPs for public service delivery.
- Organize procurement training for the operations and project staff.
- Organize procurement training for suppliers on e-procurement modules.
- Synthesize lessons learned and best practices in procurement.
- Make sound contributions to knowledge networks and communities of practice.
- Participate in Operations Management Team (OMT) to share information on cross-cutting areas and collaboration opportunities to achieve greater economies of scale.
5.) Other functions:
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
- Supervisory/Managerial Responsibilities: May supervise support staff in Procurement Unit.
Institutional Arrangement
The Project Analyst will report to the Operations Specialist, based in UNDP -Bonn Headquarters and will work closely with other UNDP Offices.

QUALIFICATIONS
Education:
- Advanced University degree (Master´s Degree or equivalent) in Economics, Business, Law, Public Administration, Political Science, Urban Planning, International Development or related field is required.
- A first-level university degree (Bachelor’s degree) in the above fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantageOR
Min. years of relevant work experience
- Minimum of 2 years (with a master’s degree) or 4 years (with a bachelor's degree) of relevant experience in corporate treasury, FX operations, banking, or financial analytics.
Experience, Knowledge, and Skills
- Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of working experience with public administrations, preferably at national level in issues related to service provision, public management and finance or public policy.
Desirable Criteria
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required
