Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background
The UNDP Peace and Stabilization Programme Team, through the recently concluded camp transformation project, conducted consultations with various stakeholders including the Joint Peace Mechanisms, particularly the Task Force on Decommissioned Combatants and their Communities or TFDCC, and has identified the following needs for future programming: (a) need for a consolidated database and management system to inform, manage and document socio-economic services for DCs and their communities; (b) need to align case management work and service delivery within the mechanisms and timeline of the CAB; and (c) support delivery of socio-economic interventions for DCs, their families and communities. To ensure continuity in the efforts and programmes implemented in the past years, the UNDP has collaborated with The World Bank (WB) to co-develop the Project “Unifying Pathways, Linkages and Inclusive Facilitation of Transformative Services for Decommissioned Combatants (UPLIFT DC),” a project to support the government’s initiatives to help transition the former combatants in BARMM. The Project will be funded by the multi-donor trust fund the Bangsamoro Normalization Trust Fund, managed by The World Bank. The project objectives are as follows: (a) to strengthen information and case management for the decommissioning of MILF combatants, to enable more coordinated service provision and better monitoring and (b) to strengthen the livelihoods and wellbeing of Decommissioned Combatants (DCs) and their families through the provision of targeted services and support.
There will be three (3) components of the project namely:
Component 1: Establishment and operationalization of an Information, Advisory, and Referral Services (IARS) System
Component 2: Strengthening of case management system and capacity building for social workers and parasocial workers
Component 3: Delivery of socio-economic services to selected male and female Decommissioned Combatants

We are looking for Procurement Associate who is enthusiastic, motivated and committed to making a positive contribution to Development in the Philippines.
Under the guidance and direct supervision of the Procurement Specialist, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in CO. He/she analyzes and interprets the procurement rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the unit ensuring their effectiveness, transparency and integrity. The Procurement Associate works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange
Duties and Responsibilities
The Procurement associate works directly with the Procurement team leader and other members of the procurement team. The procurement associate directly reports to the procurement team leader. The procurement team is required to consistently work with the project/programme and operations colleagues for delivery of their functions and liaise with the senior management for approval of contracts/purchase orders.
Summary of Key Functions:
- Implementation of operational strategies
- Organization and Management of procurement processes
- Implementation of sourcing strategy and e-procurement tools
- Facilitation of knowledge building and knowledge sharing
Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:
- Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
- Synthesis of proposals and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
- Implementation of the strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
Manages procurement processes for UNDP country office, programs/projects and other UN agencies focusing on achievement of the following results:
- Undertake procurement including preparation of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, facilitate evaluation and negotiation.
- Contract Administration through preparation of Purchase orders and contracts and liaison contractors/vendors.
- Preparation of submissions to the Procurement Review Committee for review and approval.
- Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs to rectify issues. Preparation and presentation of monthly procurement reports
- Preparation of cost-recovery for the procurement services provided by UNDP to UNDP Programmes/Projects and other Agencies.
Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
- Conduct market research on goods/services to be procured
- Development and update of the rosters of suppliers/consultants, long term agreements and pre-qualifications doing risk analysis and launching procurement process based on the sourcing strategies
- Timely reporting and provision of data for Procurement as required by Clients, Supervisor or Senior Management
- Use and implementation of e-procurement, e-tendering and other online modules being used and tested by the procurement unit.
- Provision of researched information for formulation of contract strategy and strategic procurement n the CO
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Synthesis and sharing of lessons learnt and best practices in Procurement.
- Advise/guidance to programme/project colleagues on application of UNDP procurement policies and procedures for various implementation activities.
- Sound contributions to knowledge networks and communities of practice
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience
Education:
- Secondary education is required. OR
- University degree (Bachelor’s degree) in Business/Public Administration, Supply Chain/Logistics, Procurement/Purchasing, Finance, Economics or relevant fields will be given due consideration but is not a requirement.
Experience:
- Minimum of 7 years (with secondary education) OR 4 years (with bachelor’s degree) of relevant professional experience in administration/ operations related to procurement is required
Required Skills:
- At least 2 years of relevant experience at the national or international level in procurement management
- Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required
Desired Skills:
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
- At least 2 years of relevant experience preferably in public procurement (either UN, development organizations, Government entities or INGOs) will be an asset.
- At least 2 years of relevant experience of procuring high value complex requirements, with any of the folowing categories – civil works/construction projects, IT / communication technology, agriculture-related, complex services or civil society engagement will be an advantage
- Knowledge of web-based management systems like ERP, eTendering, eProcurement etc is desirable.
Required Languages:
- Excellent written and verbal English language skills and fluency in Pilipino is required.
- Knowledge of language in BARMM is an advantage
Professional Certificates:
- Any certification in procurement, supply chain, logistics, etc will be an asset.
